From Aspiration to Acceleration: Implementing National Policies in Urban Contexts
As the world faces converging challenges — climate crisis, urban inequality, infrastructure gaps, and shifting demographics — the urgency to accelerate transformation in our cities has never been greater.
This high-level leadership plenary addresses a critical question: How can national goals and priorities for liveable, inclusive, and sustainable cities be implemented faster and more effectively at the local level?
Through the lens of real-world urban action, the session explores how cities act as engines of transformation, and how strategic collaboration across public, private, and civic sectors enables the rapid deployment of innovative, scalable solutions.
Masterclass: Cognitive Cities in Action – Creating Intelligent and Regenerative Urban Futures
11.15am - 1.00pm
Led by SJ Group
Drawing on SJ’s real-world city experience and integrated delivery expertise, this masterclass examines how cognitive cities learn, adapt and regenerate over time. It also explores how cognitive cities use AI and data intelligence to better anticipate risk, coordinate urban systems and support stronger policy and investment decisions — helping city leaders reduce uncertainty and align capital and climate finance with long‑term outcomes for their cities and communities.
This session offers a structured way to move beyond smart projects towards truly intelligent, regenerative and future-ready cities — delivering tangible benefits for people, nature and the economy.

Cognitive Cities
-
Cities today demand more than smart solutions. They require cognitive ones.
-
Cognitive cities are enabled by AI, digital twins and continuous sensing across energy, mobility, nature and infrastructure. They learn, adapt and regenerate.
-
The Result
Cities that anticipate change, restore ecosystems and help communities thrive − giving people back the time and space for what matters.
-
Measurable progress becomes more than insight − it becomes the foundation for long-term investment.
