Opening Plenary featuring Sean Chiao, Group Chief Executive Officer
9.00am – 11.00am

From Aspiration to Acceleration: Implementing National Policies in Urban Contexts

As the world faces converging challenges — climate crisis, urban inequality, infrastructure gaps, and shifting demographics — the urgency to accelerate transformation in our cities has never been greater.

This high-level leadership plenary addresses a critical question: How can national goals and priorities for liveable, inclusive, and sustainable cities be implemented faster and more effectively at the local level?

Through the lens of real-world urban action, the session explores how cities act as engines of transformation, and how strategic collaboration across public, private, and civic sectors enables the rapid deployment of innovative, scalable solutions.

Masterclass: Cognitive Cities in Action – Creating Intelligent and Regenerative Urban Futures

11.15am - 1.00pm
Led by SJ Group

Drawing on SJ’s real-world city experience and integrated delivery expertise, this masterclass examines how cognitive cities learn, adapt and regenerate over time. It also explores how cognitive cities use AI and data intelligence to better anticipate risk, coordinate urban systems and support stronger policy and investment decisions — helping city leaders reduce uncertainty and align capital and climate finance with long‑term outcomes for their cities and communities.

This session offers a structured way to move beyond smart projects towards truly intelligent, regenerative and future-ready cities — delivering tangible benefits for people, nature and the economy.

Oral presentation: Nature-Based Solutions for Resilient, Liveable Cities - A Case Study on Cannery Creek

Urban wastewater and stormwater systems are increasingly challenged by population growth, climate variability and the limits of conventional grey infrastructure. Nature-based solutions (NBS) can provide cost-effective alternatives, delivering multiple benefits across environmental, social and economic dimensions. The Cannery Creek project in Brisbane, Australia demonstrates an innovative, multi-layered approach that integrates nutrient offsets, creek regeneration, sediment basins, wetlands and bioretention basins to reduce wet weather overflows and improve water quality. The anticipated outcomes are significant: an estimated 96% reduction in property overflows, removal of over 210000kg/yr of contaminants, and AUD20M in savings compared with traditional infrastructure. Additional benefits include 60,000m2 of riparian rehabilitation and 2km of new public walkways, enhancing community amenity.

Lifecycle Intelligence

The city that is its own immune system

Lifecycle Intelligence

The city manages infrastructure as a living system across its full lifecycle − preserving asset value, prolonging operational life and optimising total cost of ownership, while elevating the human experience at every touchpoint.

AI continuously learns from how buildings, transport systems and community spaces perform in real time, transforming operations from reactive maintenance into intelligent, outcome-driven orchestration.
Sensors monitor bridges, walkways and underground structures continuously, catching deterioration before failure.
Autonomous robots inspect tunnels without sending people into hazardous environments.

Robust operational data integrated with geospatial intelligence provides a live view of infrastructure condition and performance, so the digital twin of every beam, tunnel wall and utility pipe reflects its current condition. What used to be invisible becomes measurable.

AI prioritises maintenance by condition and criticality, not fixed schedules. Components are standardised and modular, so planned upgrades replace emergency repairs.

Integrated command environments bring infrastructure, environmental and operational data together. The city detects risk early and responds in coordination, protecting both assets and people. Performance and sustainability become auditable across the lifecycle.

The result is infrastructure that performs longer, adapts faster and delivers stronger operational, environmental and human outcomes over time.

The city is built not only to endure change, but to continuously improve through it.

Resilient & Regenerative Cities Leadership Plenary 2:
How do cities achieve resource circularity and low-carbon futures?

A Way Back to Regenerative Design
City Innovators Stage

Cities today face a difficult reality. They are expected to do more with less, respond to changing climate conditions, de-risk billion-dollar investments, support economic growth, and safeguard the well-being of communities — all within environments that are increasingly complex and uncertain.

Simply doing less harm is no longer enough. There is a growing expectation for cities to go further — to create systems, designs and communities that restore, renew and give back more than they take.

But what does that look like in practice?

The term “regenerative” is now widely used, yet its application often lacks clarity. It can feel aspirational, even abstract — and at times, it risks implying that current approaches are inherently insufficient without offering a clear pathway forward.
If regenerative design is the destination, many cities still need a map.

In this presentation, Dr. Jamie Miller will introduce a regenerative framework and tool that provides a structured way to translate ambition into action. Together, they help cities and projects assess where they stand today, identify opportunities to create positive environmental and social outcomes, and define clear pathways towards regenerative performance. Drawing on over two decades of experience across North America, the Middle East and Asia, he will show how this approach is applied in practice.
